If your parking/emergency brake is not doing it's job anymore, the first thing to do is to check the cables to see if one is broken or if an adjustment will solve the problem. Most good shop manuals cover this relatively simple procedure. If the cables are intact and adjustment doesn't provide any improvement, then most likely the problem is due to worn out emergency brake shoes. Cable or shoe replacement will require that the rear calipers and rotors be removed for access.
