The headlight's black plastic mounting bracking is retained by three metal posts (blue) snapping in to three matching sockets on the back of the headlight lens/reflector assembly (red).
The balls on these posts should press in to the sockets (purple) until the spring clip clicks in to place around it, but as these spring clips are new, they're quite stiff. Make sure you're pressing straight down to push the balls evenly in to the sockets, and try turning or spreading the spring clips with pliers if you're unable to get the ball posts seated.
