Idle speed motor, idle speed stabilizer, and idle air control are terms used interchangably for this part. It was used on models with the LH Jetronic fuel injection. It is designed to hold the idle speed to a specified value, depending on the engine temperature, electrical load and other variables.
When the valve is operating properly it should be vibrating and humming slightly at idle, which you should be able to feel and hear.
